Topic Icons, Part II

Did some more work on my topic icons plugin. It's pretty much done at this point. I need to do some minor clean up before giving it to anyone else.

I've decided to release it under a BSD-style license. It seems most appropriate as I really don't care what anyone ever decides to do with it.

I did change the MT icon I was using -- the other one was on a solid background which I don't like. I decided on the "New Blog" icon from the main MT distro. May change to something else later. I'd use one of their "logo" graphics but they're just way too big.
